Tóm tắt Industrial development of satellite navigation and positioning system of urgent legislation, should be established to encourage the application of the principle of mandatory application of the combination. The so-called mandatory application, refers to the state to limit the use of the Beidou navigation system in a particular area, does not allow the use of other navigation systems; to encourage the so-called application, refers to the state in a particular field by applying a series of incentives to promote the Beidou navigation system to increase the use of the Beidou navigation system as possible. In view of the mandatory application of the principles and application of a combination of encouragement, in law the policy level, should establish uniform technical standards, build a unified market access products for civilian rule, and attempted to introduce the policy of insurance as market risk transfer mechanisms.
Tóm tắt 卫星导航定位系统的产业发展亟待立法,应确立强制应用与鼓励应用相结合的原则。所谓强制应用,是指国家在特定领域内限定使用北斗导航系统,不允许使用其他的导航定位系统;所谓鼓励应用,是指国家在特定领域内通过一系列的鼓励措施推广北斗导航系统的应用,以尽可能增大北斗导航系统的使用范围。鉴于强制应用与鼓励应用相结合的原则,在法政策层面,应建立起统一的技术标准体系,构建民用产品统一的市场准入规则,并可尝试性地引入政策性保险制度作为市场化的风险转移机制。
