Tóm tắt Interest is the basis and core of autonomy,different communities of interests decide different levels of autonomy.Interests are mainly economic interests,the economic interests are directly from property rights,and the ownership is the core part of the property rights.Chinese rural special property structure——collective ownership of the means of production has determined only the implementation of villager autonomy can be taken other than the administrative system and the patriarchal system.Collective ownership is owned by village collectives,or a group of collective ownership,or the rural collective.Only if the villager autonomous unit is consistent with the interests of all the units which it is closely related,can autonomy realize effectively so as to construct effective autonomous form.
Tóm tắt 利益是自治的基础和核心,不同的利益相关度决定不同的利益共同体,不同的利益共同体决定不同的自治水平。利益主要是经济利益,经济利益又直接来源于产权,而产权的核心部分是所有权。集体所有权以经济利益将集体成员连接在一起,形成紧密型利益共同体。中国农村独特的产权结构——生产资料集体所有制决定了只能实施村民自治,不能采取行政制,也不能采取家长制。集体所有可能是村集体、组集体、村落集体所有。村民自治单元只有与利益紧密相关的所有制单位大体一致,自治才能够有效实现,才能建构有效的实现形式。
