Tóm tắt This paper argues that one of the important conditions of effective realization form of villager autonomy is regional proximity.Regional proximity means the combination of geographical connection and social contact,which has the social basis and traditions for villager autonomy.Therefore,in the process of exploring the effective realization form of villager autonomy,we cannot deny the value of natural villages which has the characteristic of regional proximity.Meanwhile,as regional unit has the features of diversity and multi-level,different type and size of regions have different autonomous forms,so in the process of village autonomy,we also cannot deny the value of incorporated villages,which have larger areas than natural villages.
Tóm tắt 当前在村民自治实践过程中,一些地方不约而同以村民长期居住形成的自然村为基本单元。其中一个重要原因,就是自然村是村民生活地域相近的村落。本文认为,村民自治的有效实现形式的重要条件就是地域相近。地域相近是一个地理联系与社会联系互构的单位,具有村民自治的社会基础与传统。因此,在探索村民自治有效实现形式过程中,不能否认以"地域相近"的自然村开展村民自治的价值。同时,由于地域单元具有多样性、多层次性的特征,不同类型和大小的地域具有不同的自治形式,因而也不能因地域相近的自然村自治而否定地域较大的行政村村民自治的价值。
