Tóm tắt General characters exist in the evolvement within Arctic affairs of the new Asian observers of the Arctic Council. In terms of scientific research,shipping,environmental protection,their participations have different extent,and influence associated regulations.By issuing observer manual and other documents,AC restricted the role of observers and content of their activities.Meanwhile,AC hopes the observers do respect the Convention on the Law of the Sea functioned as the fundamental legal framework of the Arctic affairs,and make contributions to the Arctic.Convention on the Law of the Sea and other relevant conventions are Asian observers’ legal basis for participating in the Arctic affairs.The regional-global characteristic of Arctic governance requires the involvement of Asian observers,and needs specific consideration of the global institutions.
Tóm tắt 北极理事会最近新授予的亚洲观察员在北极事务的参与中具有一定共性,在科研、航运、环保等领域均有不同程度的参与,并对相关规制有其影响力。北极理事会通过出台观察员手册等文件,对其身份和活动内容进行了限制;同时又希望其在尊重《联合国海洋法公约》是北极基本法律框架的前提下为北极事务做出贡献。《联合国海洋法公约》和其他有关公约是亚洲观察员参与北极事务的法律依据。北极治理的区域—全球性需要亚洲观察员的参与,以及全球决策机构的特别考虑。
