Tóm tắt This paper argues that the planning of foreign language education policies should be integrated with the national planning for education,talents,science and technology,and language.This paper concludes with some tentative proposals about the base for foreign language education planning,interim goals,population planning,language choices and teaching planning for this undertaking.
