Tóm tắt Up to now,there is few specialized research on Smith-Hughes Act in domestic academic.Based on ample historical materials,this essay attempts to present the lawmaking history of Smith-Hughes Act,covering the history of Davis Bill,Page Bill,and Smith-Hughes Bill.It tries to analyze the game on federal-aided vocational education between manufacture,agriculture,labor and educational interest groups,etc.Furthermore,it also interprets their influences on the process and outcome of the federal legislation.It holds that the essentiality of Smith-Hughes Act is to compromise and coordinate the various interests of different groups.
Tóm tắt 作为美国国会第一部通过的职业教育法,《史密斯—休斯法》不仅开创了联邦政府资助开展职业教育的先例,而且奠定了美国现代职业教育制度的基础。然而迄今为止,国内外教育学界尚缺乏对《史密斯—休斯法》立法过程的专门研究。在充分占有史料的基础上,本文详细梳理了从《戴维斯议案》、《佩奇议案》、《史密斯—休斯议案》至《史密斯—休斯法》的创制过程,分析20世纪初美国工商界、农业界、劳工界、教育界等不同利益集团围绕联邦资助职业教育所展开的利益博弈及其对国会立法过程与结果的影响,由此说明《史密斯—休斯法》的本质在于协调和整合不同集团的利益。对《史密斯—休斯法》创制过程的研究有助于深化认识这部法律的内涵和意义,也有利于理解美国联邦的教育立法机制,为建立我国现代职业教育制度提供启示.
