Tóm tắt This article tries to rethink the logic of local public affairs governance by studying the history from the Ming and Qing Dynasty.The system of public affairs governance in West Lake region in the Ming and Qing Dynasty embodies the local self-governance under the guidance of the administrative instruction and official-clerk-gentry collaborative governance tradition.In modern Hangzhou city,the governance reform of local public affairs,so calledsocial multi-agentsjoint governance" reveals the continuation and evolution of local governance tradition in China.Taking Hangzhou city for example,this article explores the two aspects of the internal logic of local governance in China:administrative centralization and social decentralization.The historical tradition and logic of local governance in China is the starting point of collaborative governance between local governments and society and the basis of collaborative governance between local officials and citizen.
Tóm tắt 本文试图从明清以后的历史脉络中,重新审视中国地方政府公共事务治理的逻辑。清代西湖自主管理体制体现了行政指导下的地方自主治理和官、吏、绅合作治理的地方治理传统;而当代杭州"社会复合主体"城市公共事务治理改革,也体现了地方治理传统在当代的延续与演变。中国地方公共事务治理的内在逻辑主要表现在两个方面,即行政集权与社会分权、"亦步亦趋"与"惠及乡里"。中国地方治理的历史传统与逻辑是中国走向未来地方政府与社会协同治理模式的起点,也是实现官民合作治理公共事务的基础.
