Tóm tắt This article considers that the intrinsic value of autonomy and villager autonomy decides the villager autonomy will continuously open up the way for itself in practice.Villager autonomy also needs to realize its value through effective realization form.Since the 1980s,the realization form of villager autonomy has experienced three bands:firstly,antigenic and spontaneous villager autonomy based on natural villages,the main contribution isthree self ";secondly,normative and regulative villager autonomy based on incorporated villages,the main contribution isfour democracy";thirdly,endogenous and outside villager autonomy under the incorporated villages,the main contribution is effective realization form.With the economic and social development,we should continue to explore the effective realization form of village autonomy and construct multi-level,multi-type and multi-pattern villager autonomy system.
Tóm tắt 由于自治和村民自治的内在价值,决定村民自治会不断在实践中为自己开辟道路。村民自治也需要通过有效的实现形式实现其价值。自1980年代以来,村民自治实现形式经历了三个阶段:第一阶段是以自然村为基础自生自发的村民自治,主要贡献是"三个自我";第二阶段是以建制村为基础规范规制的村民自治,主要贡献是"四个民主";第三阶段是建制村以下内生外动的村民自治,主要贡献是有效实现形式。随着经济社会发展,要求不断探索村民自治的有效实现形式,建构多层次多类型多样式的村民自治体系。
