Tóm tắt 语言规划的安全维度是新时期语言政策研究中一个不可忽视的重要议题,在非传统安全领域下,语言的安全问题日益增多,语言规划在关注以传统的军事安全为主的"国家安全语言"的同时,也应该加深和拓展非传统安全领域的语言规划研究。本文通过追溯和评价国外语言安全理论的起源和发展,界定语言安全的概念和内涵,基于语言规划与非传统安全理论,尝试构建语言安全规划的三维分析框架,提出语言规划的5个对象层次和9个问题领域。
Tóm tắt The security dimension of language planning is one of the major topics in the contemporary study of language strategy and language policy.In the context of Non-Traditional Security(NTO),with the multiplying of linguistic security issues,language planning should expand its research scope into the NTO areas as well as its traditional focus on "National Security Languages" for military purposes.This paper tries to review and conceptualize linguistic security and its evolution and based on the framework of language planning and NTO analysis,constructs a 3D analytical framework for linguistic security planning with 5layers of security targets and 9 NTO areas.
