Tóm tắt The imbalance in China’s industrial structure is,to some extent,due to its governmentdominating economic model.And it is worth discussing how this influence works and differs among regions.The effect of government behavior on the balancing of industrial structure will be made possible with the following government behaviors;First,the fiscal expenditure of local governments has an immediate effect on local economy;and Second,local governments cast their indirect influence on state-owned economy through their intervention to adjust industrial structure.With an empirical analysis based on China’s provincial panel data,this paper shows how the effects work and differ among regions.It is clear that the governments’ adjustment efforts in their policies of industry structure should be of difference in difference regions.
Tóm tắt 中国产业结构失衡在某种程度上与政府主导经济发展模式有关,但到底如何影响并在地域上又有何差异,这非常值得深入探讨。地方政府行为对于产业结构协调度的影响可以概括为两个方面:一是直接效应,地方政府的财政支出直接干预地方经济的效果;二是间接效应,地方政府通过对国有经济的影响进一步影响产业结构调整。基于中国省级面板数据的实证分析揭示了这两种效应的表现形式及地域差异。政府对产业结构的调整政策应该根据不同地区有所区别。
