Tóm tắt The development progress of Chinas public culture service policies can divide into three stages,as the inception stage of public culture service policies,the establishment stage and the perfecting stage of public culture service policy system.There are four main characteristics of public culture service policies in China nowadays:ensure the cultural rights of citizens,pay attention to the construction of hardware facilities,value constructing major cultural projects that benefit the people,and value promoting the equalization of basic public culture service.There are some problems which exist in the development process of public culture service policies,including lacking mass participation in policymaking,lacking efficient supervision and inspection in policy implementation,the low level of equalization of basic public culture services,and lacking performance evaluation of public culture service policies.Therefore,the development and perfection of public culture service policy in China should particularly pay attention to expand the channel for social participation in policymaking,accelerate the establishment of supervision mechanism in policy implementation,emphasize the promotion of public culture service standardization policy,actively promote the performance evaluation of public culture service policies,and further strengthen the construction of public culture service policy guarantee institutional mechanism.
Tóm tắt 政府公共文化服务职责的履行,需要公共文化服务政策加以落实。根据我国公共文化服务政策出台数量的变化以及内容和特色,可将我国公共文化服务政策的发展分为公共文化服务政策肇始、政策探索和政策深化三个阶段。目前我国公共文化服务政策主要呈现了重视人民群众文化权益的保障、重视硬件设施的建设、重视重大文化惠民工程的建设以及重视基本公共文化服务均等化等总体特征。公共文化服务政策的发展为我国公共文化服务提供了切实的法律和制度保障,但我国公共文化服务政策也还存在着政策制定中群众参与不足、政策执行缺乏有效的监督和检查、基本公共文化服务均等化水平较低以及政策绩效缺乏评估等方面的问题。因此,未来我国公共文化服务政策发展和完善要着重抓好以下几点:重视拓宽社会参与公共文化服务政策制定的渠道;加快建立健全公共文化服务政策执行的监督机制;重点推动公共文化服务标准化政策的制定;积极推进公共文化服务政策绩效评估工作以及进一步加强公共文化服务政策保障机制建设.
