Tóm tắt Modern agriculture and tourism coordinated development is the inevitable requirement of the sustainable development of rural economy and society.It is also the key to the new urbanization,but it causes the problem of externalities. Modern agriculture in Yin-qiu which is well-known for its provincial modern agriculture demonstration zones and national scenic spots,has produced some positive externalities such as the appearance of pastoral landscapes,improvement of the ecological environment,sufficient human resources,abundant tourism products,adequate public facilities,ect.,which are conducive to a rapid development of tourism.Yet,the boost of tourism in the town has conversely brought about some negative externalities,including the increase of production costs,the burden of the environmental protection,the difficulties of planning and the misuse of the public agricultural resources.Based on an analysis of the factors resulting in above-mentioned externalities,a conclusion is drawn that it is necessary for Yin-qiu to internalize the externalities by combining market means,administrative means and social governance,and to realize a harmonious development among various industries by exploring such mechanisms as the property rights incentive,planning,franchise,ecological compensation,industrial integration,moral constraints and social governance.
Tóm tắt 现代农业与旅游业协同发展是农村经济社会可持续发展的必然要求,也是新型城镇化的关键环节,但是存在显著的产业外部性问题。在集省级现代农业示范园区和国家级风景名胜区于一体的大理市银桥镇,现代农业对旅游业发展产生了营造田园景观、改善生态环境、提供人力资源、丰富旅游产品、提供公共设施等正外部性,促进了旅游业快速发展。同时,旅游业对现代农业发展产生了助推生产成本、加重环境负担、增大规划难度、挤占农业公共资源等负外部性,制约了现代农业的健康发展。本文在对外部性理论进行简要梳理后,对现代农业和旅游业的相互外部性及其成因进行了分析,认为应按市场手段、行政手段与社会治理相结合的思路,探索建立产权激励、规划引领、特许经营、生态补偿、产业融合、道德约束、社会治理等协调机制,在外部性内部化的路径中实现现代农业和乡村旅游业的协同发展.
