Tóm tắt In ancient China,moral management was appeared in the"rule of courtesy"and"rule of virtue"in discourse mode.Nation governance is a concept which discards"national rule"and"national management".It includes two aspects of national governance systems and governance capacity.But whether it is from the national governance system,or from the national governance capacity,moral management is an important part of nation governance.In the national system of governance,moral management is a kind of various governance means and methods.In the national governance capacity,moral governance is an ability that the ruling party,the government,social organizations and citizens use various power to overcome all kinds of moral problems and create a good"ecological"for our nation’s orderly and healthy development.The current moral governance should grasp the key is the three aspects:interest and concept,legal system and people’s heart,official morality and folk custom.
Tóm tắt 道德治理在古代中国是以"礼治"或"德治"的话语方式出现的。在中国3000多年的历史中,"礼治"或"德治"的理论及其实践对中华民族的文化传承,对国家的稳定和人际关系的和谐,发挥了巨大作用。国家治理是在扬弃国家统治和国家管理基础上形成的一个概念。但无论是从国家治理体系看,还是从国家治理能力看,道德治理都是国家治理的重要组成部分。在国家治理体系中,道德治理是治理主体运用的各种手段和方式中的一种。在国家治理能力中,道德治理是指执政党和政府协同社会组织及全体公民,综合运用各种力量,来克服市场经济发展过程中产生的各种道德问题,为国家有序健康发展创造良好"生态"的能力。当前的道德治理应重点处理好正利益与正观念,正法制与正人心,正官德与正民风这三种关系.
