Tóm tắt The historical changes of civil affairs functions in China reflects the shrinking of the states power and the orderly expansion of the social power,which is not only influenced by path dependence,institutional environment,institutional elites,but also follows the historical logic of institutional changes.With the development of market economy in China,the social service perspective of civil affairs functions will become more prominent which will promote the transformation of the governance type from dominating administration to service management.
Tóm tắt 新中国成立60多年来,民政职能经历了从宽泛到稳定、从附属到主干、从零散到有机组合的变迁,其民生保障、社会管理等社会服务职能不断得到强化。民政职能变迁反映了国家权力的不断收缩和社会权力的有序扩张,不仅受到路径依赖、制度环境、体制精英等的深刻影响,而且也遵循了制度变迁的历史逻辑。随着市场经济的发展完善,民政职能将更加突出社会服务功能,并推动我国治理方式从统治型管理向服务型治理的转变.
