Tóm tắt The development of FRG’ s foreign cultural policy(Ausw rtige Kulturpolitik,short for AKP)can be divided into three stages,the stage of building platform and restoring foreign cultural relations,the stage of laying more stress on AKP and foreign cultural pluralism in diplomatic activities,and the stage of improving foreign cultural pluralism by the adjustment of AKP.Centered by"cultural outputting",which was not a mature conception of policy at that time,FRG’ s AKP only aimed at the reconstruction of national image in the first stage.Since the beginning of the second stage,AKP became one of three pillars of FRG’ s foreign policy which turned to stress on pluralist coordination as well as equal interaction and cooperation between German culture and others.Henceforth,although continuously changing in some areas,FRG’ s AKP is always including pluralist cultural policy while advocating western value,such as democracy,freedom,etc.
Tóm tắt 联邦德国的对外文化政策经历了对外文化政策平台创建和对外文化交往恢复时期、对外文化政策重要性提升和对外文化多元主义凸显时期、对外文化多元主义政策的强化和完善时期以及新世纪对外文化多元主义政策的调整时期。第一个时期缺乏明确的对外文化政策理念,以"文化输出"为主,目的在于改善德国形象;从第二个时期开始,对外文化政策成为联邦德国对外政策的三大支柱之一,联邦德国的对外文化政策转向多元主义合作模式,强调德意志文化与其他文化的平等交流与合作。此后其对外文化政策虽不断调整,但多元主义文化合作取向一直未变。与此同时,鼓吹民主、自由等西方价值观始终是联邦德国对外文化政策的不变基调.
