农民工随迁子女普惠性民办校发展的困境与政策应对 = : On Private Schools for Migrant Workers’ Children in Urban Areas

Tóm tắt Based on the survey of four eastern cities in China,this paper finds out that the current carrying capacity of urban compulsory education is facing unprecedented challenges,while setting up and regulating private schools for migrant workers’ children in urban areas has important and practical significance which can help alleviating the financial pressure and the land shortage pressure ofurban governments,breaking the teachers’ configuration dilemma in urban areas and dealing with the unintended liquidity of migrant children.It also reveals that,private schools for migrant workers’ children in urban areas are faced with developing plights,including that,the private schools could not get enough financial support while the charging price of school fee is under tight control by governments;teaching staff in the private schools are quite unstable without enough motivation to develop further;migrant children in urban areas do not have the same opportunity for advanced education as other urban students and migrant children flow too frequently.This paper suggests that,the running cost of the private schools for migrant workers’ children should be accounted scientifically and governments should provide enough financial support for them in the form of buying quota of students;the standardization of the private schools should be promoted with the educational guidance and resources supporting from local governments;and the educational quality of the private schools should be strictly monitored with the washing out of schools of low educational quality.
Tóm tắt 通过对我国4个东部城市农民工随迁子女入学问题的调查发现,当前城市义务教育承载力正面临前所未有的挑战,规范并支持农民工随迁子女普惠性民办校发展具有重要的现实意义,它能够有效缓解流入地政府的财政与教育用地压力,合理化解流入地政府"财政供养人口只减不增"的师资配置困局,灵活应对随迁子女的非预期流动。但它同时也面临着诸多发展困境,包括财政经费支持有限与价格管控过紧,师资队伍不稳定与发展动力不足以及随迁子女升学路径不畅与流动过频等。为此,应科学核算随迁子女民办校的办学成本,政府以购买学位方式提供足额的经费补贴;推进学校标准化建设,流入地教育部门提供办学指导与教育资源支持;流入地教育部门严格监测教育质量,逐步淘汰低层次学校.
