On Redistribution of Schools in Compulsory Education——Research Progress and Problem-solving

Tóm tắt The development of urbanization and new policy of household registration reform bring about great challenges to the mapping of schools in compulsory education. Since the new round redistribution of schools in compulsory education starting in the year 2001, there exist many empty primary-secondary schools in rural areas and large-scale classes in urban primary-secondary schools, which make it necessary to do great change and transformation in the redistribution policy. Nowadays, there are some misconceptions greatly influencing the decision-making in local education. In order to clarify all these misconceptions, this paper, basing on the practice of schools redistribution, through combing current literature, from the angle of the redistribution connotation, influencing factors, implementation methods, implementation effect and problem-solving, discusses the knowledge and value choice for the redistribution policy-making and its implementation
Tóm tắt 城镇化发展和户籍改革新政对我国义务教育学校布局带来了巨大挑战,“后撤点并校”时代,农村学校“空壳化”与城镇学校“大班额”并存的格局表明学校布局调整政策面临深度变革和转型.当前许多错误观念对地方政府教育决策影响至深,一些区域学校布局调整仍然陷入“穿新鞋走老路”的窠臼.本文立足于义务教育学校布局调整实践,通过梳理相关文献,从学校布局调整内涵、影响因素、实施方式、实施效果及难题破解等方面进行了必要的观念澄清,探讨了学校布局调整政策的价值选择与知识基础
